Clifford Simenson was the Operations Officer of the Ghost Army. Intelligent and open-minded, he was instrumental in formulating the doctrines and tactics they employed on the battlefield. He spoke about how the unit got started at the 1996 reunion of the 23rd Headquarters Special Troops in Erie, PA.  Thanks to Richard Chapman for providing video of the reunion.
